State Policy and Regulation

State support of culture change is instrumental in the adoption and success of person-directed implementation. Pioneer Network is fortunate to have the opportunity to discuss these efforts with state representatives and document many of the innovative efforts occurring at the state level. Survey agencies, ombudsman programs and Departments of Aging often support (or are the catalysts) for change in states and communities. Pay-for-performance programs in states such as Colorado even incentivize culture change through increased Medicaid reimbursement. In addition, many states approve the use Civil Monetary Penalties (CMP) funds for coalitions and person-directed activities.

Pioneer Network gratefully acknowledges these efforts and is pleased to describe examples of "Stories of State Support" with the hope that the stories will serve to educate other states on these initiatives, while providing further evidence to policymakers that person-directed practice should be encouraged through policy and funding.

To support these transformations, NHRegsPlus is a valuable resource for understanding the role of state policy and regulation in culture change. This searchable website serves as a one-stop location to examine and compare the content of state regulations related to nursing homes, the processes of regulation and exceptions to regulations within a state, recent state changes, innovative nursing-home designs and programs that were accomplished within existing regulations, and innovative state regulatory initiatives.
